In simply movies thats rated pg-13 has promoting of tabacco that could give ideas to minorites to smoke tabacco. To fix this, NSRA had thought of ideas such as rating pg-13 to R and a certificate that tells the actor/actress had not been payed with value in order for them to smoke.
